Project Manager (Pre-Construction)

My client is looking to bring in a Pre-Construction Project Manager to help support projects across the Southern Water framework.
You will lead the promotion of Projects through the Pre-Construction phase and manage the progression of projects through outline and detailed design development ensuring budgets are set and maintained, programme dates are agreed and maintained.
Ensure wider team engagement through Project promotion engaging with the Estimating, SHEQ, Delivery and MEICA teams as well as SW key teams and personnel to ensure the efficient progression of Projects.
About The Candidate:
* Maintain good client relationships at all levels;
* Maintain the clients reputation on a project by ensuring good relationships are maintained with joint venture partners and suppliers.
* Ensure all deliverables are in place prior to accepting the project into prepare.
* Manage a multidisciplinary team to take the project through the prepare phase, including all internal and external governance processes .
* Ensure design, commissioning, project and third party deliverables are in place as per the programme.
* Drive the project through the prepare phase, looking for efficiencies and betterment at all stages.
* Ensure seamless coordination with the client’s representative(s) including alliance management, TSA and the specialist services delivery team.
* Ensure the team understand the delivery strategy for the projects and are working to that common goal.
* Ensure all deliverables are completed to allow the project to progress into delivery.
* Coordinate and manage the transfer from prepare to delivery.
* Ensuring that the BMS is implemented at all stages throughout the project delivery process, i.e from engagement to handover to Delivery.
* Reviewing at the project level, the effectiveness of the BMS as a means of achieving quality, safety and environmental objectives.
* Ensuring, in conjunction with the Design Manager, that an adequate Technical, Safety and Environmental review is carried out for each project to ensure successful promotion.
* Ensuring that sufficient resources are assigned to projects and that they are aware of their individual responsibilities.
* Ensuring that appropriately detailed Project Execution Strategies and all Governance documentation is in place for Gate reviews and progression.
* Ensuring works procedures are produced to assist with control quality where applicable.
* Ensuring that third party support is identified and managed during the Engineering phases of projects.
* Ensure all commercial aspects of the project are managed in a timely and proactive way giving accurate forecast and estimates throughout the monthly reporting cycle.
* Understanding and implementing the Quality, Safety and Environmental Policies and Targets.
* Being aware of the need to satisfy customer requirements with the aim of enhancing the customers’ perception and satisfaction.
* Maintain an appropriate practical knowledge and appreciation of all technical disciplines associated with delivering water and wastewater design and build projects. .
* Have a working knowledge and experience of project management practices from scheme conception through to end user acceptance.
* Maintain a positive and solution-oriented approach to work, providing open and honest feedback.
* Undertake such other duties and training which are consistent with the general level of responsibility of this role.
* In all internal and external contact, present a professional and positive image as well as maintaining mutually constructive, positive and beneficial relationships.
* Take all reasonable steps to ensure appropriate confidentiality.
Essential
* Project Management experience
* Working knowledge of CDM and construction Health & Safety
* Min HNC/HND or equivalent qualification in a construction or engineering related discipline.
* APM Qualification
* Experience in multidisciplinary engineering environment in the water industry
* Excellent oral and written communicator with the ability to work in close partnership with clients and end users.
* Must be delivery driven with the ability to set targets and manage and motivate multi-disciplinary teams to deliver to time, cost and quality objectives.
* Extensive experience in medium to large scale project delivery
* Tactical, operational, technical and management skills
* Experience of successful delivery of programmes of work and projects in the Scottish Water market
Desirable
* Workload will tend to be on WTWs
* Experience in using Primavera or planning software.
* Chartered or near chartered in a construction discipline
* Knowledge and experience of Off-Site construction techniques
* Interest & desire to be innovative
