Planning Monitoring Officer (PMO) (contract or perm)

1. Role Overview

An independent and suitably qualified environmental consultant is required to act as Planning Monitoring Officer (PMO) for the development authorised under the deemed planning permission for the Kintore to Hurlie Overhead Line Project in Aberdeenshire.

The PMO will be responsible for independently monitoring compliance with the terms of the deemed planning permission and all associated planning conditions during the construction and restoration phases of the development.

The PMO appointment and terms shall be approved in writing by the Planning Authority prior to the Commencement of Development.

2. Key Responsibilities

2.1 Compliance Monitoring

The PMO shall monitor and verify compliance with:

  • The terms of the deemed planning permission
  • All conditions attached to the consent
  • Approved environmental management plans
  • Environmental mitigation measures associated with the development
  • Relevant environmental requirements for electricity transmission infrastructure projects

2.2 Site Monitoring

The PMO shall undertake regular site inspections during construction and restoration works in order to assess compliance with planning conditions and environmental commitments.

The frequency of site visits shall be defined within the agreed terms of appointment and shall be sufficient to ensure effective monitoring of environmental compliance.

2.3 Liaison and Coordination

The PMO shall liaise with relevant project stakeholders, including:

  • The Planning Authority
  • The project environmental management team
  • Construction contractors
  • Specialist environmental advisors where required

to ensure environmental issues are identified and addressed in a timely manner.

3. Reporting Requirements

3.1 Monthly Monitoring Reports

The PMO shall prepare and submit a monthly monitoring report to the Planning Authority summarising:

  • Works undertaken on site during the reporting period
  • Environmental monitoring activities undertaken
  • Compliance with planning conditions
  • Implementation of mitigation measures
  • Any environmental risks or issues identified
  • Corrective actions undertaken or recommended

3.2 Non-Compliance Reporting

Where any incidences of non-compliance with the deemed planning permission or planning conditions are identified, the PMO shall:

  • Notify the Planning Authority at the earliest practical opportunity; and
  • Submit a written report no later than 10 working days following the occurrence of the non-compliance.

The report shall include details of the non-compliance and any remedial measures implemented or proposed.

4. Duration of Appointment

The PMO shall be appointed for the entire duration of the relevant development stages, including:

  • Commencement of Development
  • Construction works
  • Post-construction site restoration and reinstatement works

The appointment shall remain in place until completion of restoration works unless otherwise agreed in writing by the Planning Authority.

5. Qualifications and Experience

The Planning Monitoring Officer shall:

  • Be an independent environmental consultant with appropriate professional qualifications
  • Have demonstrable experience monitoring environmental compliance on major infrastructure or linear construction projects
  • Possess a strong understanding of environmental management and mitigation measures associated with transmission infrastructure projects
  • Have experience working with planning conditions, environmental management plans, and regulatory compliance monitoring
  • Be capable of producing clear technical reports for regulatory authorities

Membership of a relevant professional body (environmental, ecological, or engineering discipline) is desirable.
